National guidelines for generative AI in public administration are launched

In January 2025, the Swedish Agency for Digital Government (Digg) together with the Swedish Authority for Privacy Protection (IMY) launched guidelines to encourage the use of generative AI in public administration. The purpose of the guidelines is to enhance the ability to use generative AI in a safe, ethical and efficient way.

The assignment was distributed from the Swedish Government to the two agencies in July 2024. The guidelines are developed with extensive involvement and intense efforts from public administration, academia, suppliers, trade unions and employer organisations, and other AI operators.

IMY intention is that the guidelines will provide valuable insights to harness the opportunities of generative AI in a way that protects personal data. IMY emphasises that AI and personal data integrity can be united, if the technique is handled with accountability. Questions about personal data integrity need to be identified and taken care of early in the process when AI is introduced.

Today, the guidelines cover the following areas: Management and Accountability, Cyber Security, the General Data Protection Regulation (GDPR), Ethics, Labor Law and Procurement.

Generative AI is developing at an incredibly fast pace and therefore the guidelines will continuously be updated in line with development and extended knowledge.

The guidelines were presented and handed over to the Minister for Public Administration Erik Slottner during a launch event in Stockholm on January 21, 2025.
